tizen participation remains critical for legitimizing institu-
tional management and aligning public policies with local
needs. Nonetheless, existing mechanisms for participation
and accountability require considerable enhancement. Des-
pite these challenges, significant opportunities for improve-
ment were identified. Implementing process digitalization,
specific training policies, and fostering a positive organiza-
tional climate can strengthen public management. These ac-
tions are essential for optimizing job performance and admi-
nistrative processes, enhancing the quality of public services,
and promoting sustainable development within the region.
